British social worker Angela Goddard, lauded by her peers for
working with the deaf, has been nominated for the
Social Work National honors. The announcement will
be made at the awards ceremony in London this coming
November. The story did not say if she was deaf or
hearing.

- Thursday August 26th

A scam has broke out in the Deaf Community, among those
that use video cams for communications, hoping to get
sensitive financial information from us. If you are
getting this such video call from someone you don't
know, just ignore the call.

- Friday August 27th

Wong U-Wen, a deaf man of Singapore, who is unemployed, has become
a political activist with the Singapore Democratic Party.

His goal is to make the government more sensitive to the needs
of the deaf and to get them jobs.

- Saturday July 28th

Agreement has been reached with the state of Massachusetts
and the American Multi-Cinema, Inc. (AMC), Regal Entertainment Group
(Regal), and National Amusements (Showcase Cinemas).

The agreement was worded as follows:

each chain must ensure that every location in Massachusetts is equipped
with accessible technology that will provide meaningful access to the
hearing and visually impaired, including captioning and description
technology

DeafDigest is afraid that the word "meaningful" may be open to
different interpretations.

World Deaf Poker Tournament. We, at SNSK, acknowledge their important
mission regarding the advancement of deaf children. We feel that this

SNSK is an organization run by the deaf and hard of hearing men whose
mission is to provide assistance to deaf and deaf related services.
The membership meets here in Las Vegas once a week and function
similar to the Elk's Club, Kiwanis Club, Lions Club, etc.

Southern Nevada Silver Knights and the American Society For Deaf
Children wish to urge those who plan to attend and to make this fund

MENTAL HEALTH AND THE DEAF PATIENT
The mental health services for the deaf are in
serious problem.
The problem is lack of money to hire mental
health professionals that can work with the deaf.
And many mental health clinics cut services.
It makes things harder for the deaf that need
mental health services.

A CONFUSED INTERPRETER
This is a true story. An interpreter was hired
to become an actor in a TV movie, playing the
role of an interpreter.
In real life, this interpreter must follow
RID interpreting guidelines.
But in the movie, does he have to follow
RID interpreting guidelines? The movie producer
told him to follow the script and not follow
the interpreting guidelines.
This is why he became confused and upset.

TO LOBBY OR TO ADVOCATE
Professional lobbyists are expensive. Advocating is
done on a voluntary basis.
Who performs the better - in getting deaf-related
bills passed in legislative bodies?
A deaf advocate said:

Many lobbyists collect big money from clients for bills
that go nowhere. You push bills through a hostile legislature
for nothing other than principle.

So, which is better - a lobbyist or an advocate?

AN UGLY WALMART INCIDENT
A deaf man, himself an administrator with a high level
agency that serves the deaf, went to a Walmart to shop
for something.
Done shopping, he exited Walmart with his cart. The
alarm went off, and the deaf person continued walking
out.
Suddenly he was grabbed by the security man. Not knowing
what was going on, this deaf man, afraid he was being
robbed, hit the security man and a melee ensued.
Someone came to the deaf man and gestured to the cart
and to come back to the store.
Upon realizing the alarm went off, the deaf man showed
the Walmart the goods. They checked and conceded that and
nothing was stolen.
Still angry, the deaf man threatened a lawsuit for being
grabbed from behind for no reason. The manager then offered
the deaf man some free gift certificates to cool off the threat.
Walmart is filthy rich but would not install flashing
alarm detectors for the benefit of its deaf shoppers.

BOLLYWOOD DISCRIMINATING AGAINST THE DEAF
Hearing movie star Priyanka (India) was offered the role
to play a deaf character in the movie "Silence" on one
condition, that she must cut her hair.
She refused, and the filmmaker Anurag Basu offered the
role to someone else.
Anurag Basu is one of the most famous filmmakers in
India. It has never occurred to him to find a deaf performer
to play the role.
This is another example of India's long list of
discrimination against the deaf.

A SERVICE ORGANIZATION MANY OF US NEVER HEARD OF
When we mention a service organization, we immediately
think of Lions, Rotary, Kiwanis, etc.
There is another service organization called
U.S. Grandmothers Club.
A female must be a grandmother in order to be
eligible for membership.
What does that service organization do? Help make
donations to worthy causes.
There was a story in the newspapers of a local chapter
of U.S. Grandmothers Club making a donation to the
Ohio School for the Deaf.

A DEAF MAN KNOWING NO SIGN LANGUAGE
There was a newspaper story of a deaf man, knowing
no sign language, being sent to prison for life.
Did that deaf man fall through the cracks? Yes.
We have resources that deal with the deaf baby,
a deaf child, a deaf teenager and a deaf adult, as
well as with the late-deafened. Yet for some reason
the family of that deaf man may not have gotten the
counseling that would have helped guide him
while growing up.
This is sad.

Q. What is the most common problem facing deaf athletes
that play on hearing college?

A. Loneliness. A number of them leave hearing college
athletic teams every year for that reason only.

Many hearing teammates do not take the time nor bother
to cultivate friendships of these deaf athletes.

DeafHistory - Looking Back:

late 19th century/early 20th century - schools for the deaf
had two departments - oral and manual. All new students
were automatically placed into oral department. If their
speech skills failed them, they were transferred to the
manual department.

Undeservedly so, these manual departments suffered the

Description of Work:
The North Carolina Schools for the Deaf are state supported residential
schools for deaf, hard of hearing, and deaf/blind children from ages five
(5) to age 21. The Director is responsible for providing direct oversight
of the instructional program and serves as the School Principal. The
Director is responsible for overall management of the academic,
residential, and business operations of the school. Duties include
planning and implementation of educational and support services; setting
short and long-range budgetary and program goals; establishing school
deadlines; and coordinating program evaluation and development. ***This is
a managerial exempt position***

Knowledge, Skills and Abilities:
Evidence of leadership skills in the areas of judgment, analytical
thinking, reasoning, and decision making; knowledge of basic principles
and theories of education; demonstrated ability to supervise and establish
working relationships with staff, the general public and other government
agencies/departments; demonstrated ability to manage multiple operations
and functions of a program; excellent communication skills and
demonstrated skills as an instructional leader.

Preferences:
Experience with developing and supervising educational programs for deaf
and hard of hearing students. Knowledge of the operation of educational
programs in residential schools; the ability to communicate effectively
using American Sign Language.

Training and Experience Requirements:
Master's degree in education, school administration, or specific field
related to special education and five years of education experience
preferably with three years as a Teacher and two years of
administrative and supervisory experience; or an equivalent combination of
training and experience. Must meet minimum qualifications for School
Administrator-Principal licensure as
outlined in Chapter 115C of North Carolina General Statues. Degrees must
be from appropriately accredited institutions.

DHHS selects applicants for employment based on job-related knowledge,
skills, and abilities as required by EEOC. You must undergo drug testing
if you are applying for a direct care position and a DMV check if applying
for a position that involves the transportation of students. DHHS will

- Dedication

DeafDigest dedicates this edition to Tony Wallace, who departed
us tragically last week.

A NTID/RIT graduate and hard of hearing, he served as a police
officer in Hoonah, Alaska, a town of 800 people 40 miles away
from Juneau.

He and a fellow police officer was shot to death while making
a police call at a residence.

At NTID/RIT, he was an All-American wrestler. And as police
officer he conducted several classes to teach the police
on how to deal with the deaf.

The July 6, 2006 edition of DeafDigest ran this piece:

If you are deaf and get into trouble at Hoonah,
Alaska, do not rely on ASL or to fight back.
The reason is Tony Wallace, a former RIT/NTID
student and also a former NCAA-III All-American
wrestler.
Tony just started work as the law enforcement
officer in the town of Hoonah. This town, near the
British Columbia border, has 900 residents. He
will also help with the EMS and with the fire
department.
Tony's long term goal is to join the Alaska
State Police Department. Working in the law
enforcement field is a tradition with the
Wallace family - several Wallace generations are
into law enforcement.

language.

It is the mouthing that has interested a group of University College
London researchers.

They wanted to know if mouthing is related to signing
or is related to the English language.

Their findings have been published in the Psychological
Science.

DISCRIMINATION OR NOT DISCRIMINATION
Many apartment landlords will try to ask new deaf
tenants to live in apartments near the laundry rooms.
Are the landlords doing the deaf a favor by saving
them a long trip to the laundry rooms?
Well, many hearing people don't want to live near
laundry rooms. Why? Because of noise by laundry
machines and drying machines.

SCARY FOR COP TO STOP DEAF DRIVERS AT NIGHT
Many of us have been stopped by police officers
while driving our cars. It might be speeding or passing
the red light, or not giving right of way, etc, etc.
We are more scared when cops stop us at night than
during day time.
During day time, we can see the cop's face and
do our best to communicate with him.
At night, the cops use flashlights. It is almost
impossible to see the cop's face because of the
flashlight.
This is why it is scary to be stopped at night.

A CLASSROOM INTERPRETER
There are many classroom interpreters that interpret
just for only -- one -- deaf student.
And when the deaf student stays home, what is the
interpreter supposed to do?
For one certain interpreter, she was assigned, much
to her objection, teacher aide' duties. Her job
description did not specify such duties.
This issue was brought up on a deaf yahoo group,
and that interpreter was advised to look up the specific
RID guidelines and to show it to the school principal.

DIFFICULT SIGNS
For vegetables and fruits, some signs are easy -
eggs, meat, apple, onion, tomato, etc?
But what are the signs for zucchini, eggplant
and broccoli?
DeafDigest editor and his wife shopped for some
produce at a local farmers' market. The woman behind
the counter is a sign language student and she asked
for signs of these three produces.
Admittedly, DeafDigest editor was stumped!

LACK OF SENSITIVITY TOWARDS DEAF OWNERS OF DEAF-RUN BUSINESSES
Why is it that a hearing patron would enter a deaf-run
business facility, and quickly leave the premises after learning
that the owner is deaf? Or to quickly exit the relay conversation
or email conversation for the same reason.
Lack of sensitivity? Yes, very certainly so.

LOU FERRIGNO SURFACES AGAIN
Many of us know that Lou Ferrigno, the past Incredible Hulk
actor, the past Mr Universe body building champion and one
time pro football player (Canadian Football League) is deaf.
From time to time he surfaces in the media to make us
remember him.
Well there is a "silly" video game that involves him.
It has something to do with the Butterfinger, the famous candy,
and its video game - "The Good, The Bad and the Candy."
This game involves video scenes of old timer heroes Eric
Estrada, Lou Ferrigno, and Charisma Carpenter trying to
defend the Butterfinger factory against evil forces.
At least it is nice that a deaf character is involved
even if the game is silly.

WHAT DO INTERPRETERS HATE?

that hearing people would sit in a seating section
reserved for the deaf, robbing the deaf of their
rightful seats, and forcing interpreters to deploy
to accommodate deaf people seated elsewhere

COMMENTS FROM A CART OPERATOR - continuing series

One thing that I have received many questions about is how realtime
captioners and CART providers deal with all the proper names and
unusual terms that they encounter. What if someone were to say the
name MacGhilleseatheanaich, which according to some Web sites is the
longest surname in the world? How would a captioner deal with
that?

What we have to remember is that captioners are not typing as other
people would on a computer keyboard. They do not typically enter
words letter by letter. Each stroke is usually a complete syllable
or word.

Captioners will enter names into their computer dictionary before an
event, and they will tell the computer program what steno they will
write on their steno machines to get those names to come up. For
unusual names, this would be entered in a job dictionary for that
particular job.

In the above example, some captioners may decide that they would
simply write PHABG/PHABG (which is Mac/Mac to a person who knows
steno theory).

Some people in the captioning and CART fields do not believe in
double stroking the first syllable of the name because they believe
that it can lead to mistakes in the captioning, but there are other
captioners who believe that entering names in this fashion can be a
lifesaver because of the speed at which some people say proper
names.

If a steno writer were to write the name above syllable by syllable,
he or she may have to write something like
PHABG/TKPWEUL/AOE/SAOE/A*T/AOE/APB/AEU/EUBG, depending on how the
speaker pronounced it. That' why many captioners find PHABG/PHABG
so much easier.

This position directs and supervises all aspects of Client Support
Services (CSS) offices as well as specialized programs. Represents the
agency in educational and advocacy contexts; coordinates program
development and evaluation, and monitors department budget. This position
reports to the Executive Director.

RESPONSIBILITIES:
- Coordinate and implement staffing and programs in the San Leandro,
Fremont, San Jose, and Fremont Oak Gardens (FOG) Client Support Services

REQUIRED SKILLS:
- Bachelor's degree in counseling, social services, deafness, or

- Demonstrated ability to work well with others and to initiate
projects independently
- Knowledge of MS windows software (Word, Excel, PowerPoint,

for in internal office and community meetings with both hearing and

- BEHAVIOR SPECIALIST: We are seeking a clinical professional with
experience in utilizing the principles of applied behavior analysis;
assessment and evaluation of behavior, and the application of
interventions that result in behavior change. Strong interpersonal
skills are also essential. The behavior specialist will be working
with the treatment team to provide supports to clients who are Deaf
or Hard of Hearing, and their families. Must have the ability to
provide clinical supervision/guidance for staff in providing
therapeutic techniques and approaches and assist in treatment
planning process and documentation. Qualifications: Licensed Clinical
Psychologist; Board Certified Behavior Analyst; Certificate in
Applied Behavioral Analysis or Other Master's Level Mental Health
Clinician with documented training in the field of Behavioral
Modification techniques. Fluency in American Sign Language
preferred, but will consider candidates with an open mindedness to
learning about this population.

- INTENSIVE CASE MANAGERS: (Full time position) This position provides
resources and support to clients and their families who reside in
residential program. Duties: Responsibilities include assessing
services needs of consumers, primarily children, to insure continuum
of care; develop service plans; independent living skills
instructions, advocate for access to public & private services and
programs such as medical, vocational and other services.
Qualifications: BA/BS degree in a Human Services field preferred; or
High school diploma & 12 credit hours in social science with 2 years
mental health direct care experience. Must have strong organizational
skills; fluency in ASL, familiarity with other visual communication
modes and language levels. Must be willing to work some evenings and
weekends as needed and travel various areas in the community.
Knowledge of laws governing the rights of Deaf and Hard of Hearing
individuals including IDEA and ADA a plus; and must have a valid
driver's license.

- RESIDENTIAL COUNSELORS: (various positions available) This position
provides direct client services including encouraging client
independence in areas such as skills in daily living and community
integration. Duties: Provide supported living and training to Deaf
consumers with mental illness and/or developmental disabilities
living in the community; promote consumers' independence and social
relationships. Positions open for weekend and evening shifts.
Qualifications: HS + 1 year related experience or AA; valid drivers'
license; advanced fluency in ASL; minimum of 2 years experience with
Deaf Community; demonstrated competency in independent living skills;
ability to teach, advise and motivate Deaf Consumers; strong

- ADMINISTRATIVE ASSISTANT: (Full time position) We are adding to our
administrative team! Qualifications: a minimum of a HS diploma with 3
years of administrative experience with computer proficiency in MS
word and excel; Must possess strong writing/proof reading skills and
excellent organizational skills; Fluency in American Sign Language
required. Duties: Responsible for maintaining primary consumer charts
for all programs ensuring information is kept in a confidential
systematic filing and tracking manner. Responsible to set up new and
discharge charts, conduct chart utilization reviews, maintain/update
release of information (ROI's), answer all phones/TTYs/VPs and
provide some assistance with translation with voice calls, track and

The Equal Employment Opportunity Commission, which sometimes
decides in our favor, and sometimes against us, decided this
one in our favor.

This agency ruled that deaf and disabled Social Security
Administration employees were correct in that the agency
discriminated against them. They were denied opportunities
for promotion.

This means the deaf and the disabled can proceed with a class
action lawsuit.

- Thursday August 26th

A Filipino activist has expressed disappointment at the
lack of participation by members of the Filipino Deaf
Community in conjunction with the Persons With
Disabilities group's involvement in the past national
elections in May.

He discovered the reason - lack of registered deaf voters!

As a result, he is pushing for a Election Awareness Campaign
among the deaf.

- Friday August 27th

Does UPS welcome lawsuits filed against them?

DeafDigest cannot help but wonder. UPS fought against
a drawn-out lawsuit regarding discrimination against
deaf drivers that wanted to drive UPS vehicles.

And now this - the ruling by the 9th U.S. Circuit Court of Appeals
said that UPS definitely discriminated against Mauricio Centeno,
a deaf employee, who suffered through staff meetings without an
interpreter.

The appeals ruling threw out the lower court claim that
ruled in favor of UPS.

UPS, not giving up, said they will "review the decision and
evaluate its options". If UPS is stubborn, the next step is
the Supreme Court.

- Saturday July 28th

It was learned that the average unemployment rate for
disabled workers is 16.4 percent, which is
above the national 9 percent unemployment rate.

How much of a percentage of the deaf is factored in,

NATIONAL EMPLOYMENT SURVEY NEEDS YOUR HELP!

I would like to thank many of you who have already responded to the
National Deaf Employment and Technology Survey. This study needs
several hundred more responses to be useful to deaf and hard of
hearing communities, policy makers, educators, and program
administrators. If you have not yet responded, please consider doing
so. Allow me to explain.

My name is James Schiller and I am a faculty member at Gallaudet
University, Department of Social Work, and a Doctoral candidate at
Walden University, School of Health and Human Services. This study is
the basis for my Dissertation in Social Policy and Planning.

You are invited to take part in research examining how technology is
associated with the employment of deaf and hard of hearing people.
The purpose of this research is to equip social policy makers,
programs, educators, and funding sources with current data so they
can continue providing valued resources to deaf and hard of hearing
communities. A link will take you to the web survey at the end of
this message.

Risks and Benefits of participating in the Study: The survey is
confidential and anonymous. There may be some questions that are
uncomfortable to answer. Participants are free to skip those
questions or exit the study at any time. The potential benefit of
participating in this study is updating the body of knowledge about
deaf and hard of hearing people in the United States.

Compensation: While some organizations have agreed to advertise this
study, all funding supporting the study is my own. This study relies
on volunteers to submit the survey. There is no compensation for
participating in this study.

I am the principal investigator for this study If you have any
questions regarding this research or the survey, my contact address

FOLLOWING A TALL HEARING WOMAN WITH GRAY HAIR
This is a true story. A deaf man was riding on the
metro subway. He sees the same hearing woman every day;
she is tall and she has a grey hair. They both get off
at the same station. They both also do not know each
other.
One time, the metro station train broke down.
There was so much confusion. All passengers were ordered
to get off at one station. The deaf man does not know
what was going on and he decided to keep his eye on that
same tall, grey haired woman, and follow her around. She
hops on an emergency bus and he follows her. That
emergency bus takes them both to their train station.
That tall gray haired woman saved the deaf man's day.
In a big crowd, it was easier to find the tall gray hair
woman, as she was taller than everyone.

FAREWELL PARTY FOR AN UNPOPULAR HEARING EMPLOYEE
You work at a factory. You like one hearing person
but you do not realize that no one likes that hearing
person. He is very unpopular.
That hearing person leaves his job for another
job. A few friends hosted a farewell party for that
unpopular employee. But almost no one shows up
at that farewell party, except for you.
You are puzzled why no one shows up - even with
refreshments and soft drinks.
You realize no one told you that this hearing
person was very unpopular!

A PHILADELPHIA DEAF ATTORNEY WE NEVER KNEW ABOUT
Years ago we were served by these publications -
the Silent News, The NAD Broadcaster, the Deaf
American and the Frat.
None of these publications mentioned a deaf
attorney who thrived for years with his own
practice in Philadelphia. The attorney was
Harold Diamond.
DeafDigest editor only learned of this attorney
via a photocopy of an article that was written in
The Pennsylvania Lawyer sometime during the seventies.
He made a comment:

The deaf do not go to deaf lawyers, largely out of
fear that their problems will end up known to the
tight-knit deaf community

THE DEAFNESS BLAME GAME
When a baby is born deaf, many upset parents find
something to blame for his deafness. This is unfortunate
and may place a burden the baby may have to carry for
the rest of his life.
A newspaper story said:

The gene responsible for the deafness problem remains unidentified

DeafDigest wonders why genes are thrown into the
blame game?

SECURITY: RIGHT AND THE WRONG WAY?
Much publicity was generated over the security man tackling
the alleged deaf shoplifter in Los Angeles.
Is there a right way and a wrong way to stop an
alleged shoplifter?
One DeafDigest subscriber, himself not a police officer
nor a security person, said the right way is to run in front
of the alleged shoplifter to block him from walking any
further. And that the wrong way would be to tackle him
from behind.
Well, it all depends. If a shoplifter runs away
from the store, it is obvious and tackling from the behind
may be necessary. But if the shoplifter is walking slowly,
then there may be no need to tackle him.
Another way, is to yell. A hearing person would hear it.
A deaf person, without a hearing aid or a CI, may not hear it.

A DEAF WOMAN HIT BY A TRAIN WHILE WALKING NEAR THE TRACKS
There was a story of a deaf woman in the Philadelphia area
being hit by train as she walked near the tracks.
The police report said that the accident was the
cause of her being deaf.
DeafDigest editor is not that sure. Deaf people have
eyes. Hearing people have ears. Still eyes and ears do not
prevent these people from being hit by trains.
Possibly it was something else - absentmindedness and
being oblivious, or perhaps a medical condition that affected
them while walking.

JOB HUNTING: TO SURPRISE OR NOT TO SURPRISE
When a deaf person is job hunting, especially deaf
professionals, it is always a dilemma - to put down on the
application form that he is deaf or to withhold the
information.
Said a deaf job hunter:

I never include the fact I'm deaf on my resume when answering
job postings. I always get people interested and then after they
contact me and they want to have an interview, I tell them I'm
deaf. They kind of start to be awkward and don't know how it's
going to work

Is he correct or is he wrong? This is a question that
has no correct answer.

as a loner, I'm not comfortable around people, so
don't need a hearing aid to talk with them

DeafHistory - Looking Back:

Year 1990 - the Saskatchewan School for the Deaf closed its
doors for good. The province Education Minister gave the promise
that excellent programs for students were guaranteed.

Twenty years later, as pointed out by the Saskatchewan Deaf
Association, the deaf community is still waiting for these same
promises. They were not too pleased when the current Education
Minister repeated the same promise - sounds like a repeated recording
from a broken record player.

Position summary: This full-time position is responsible for coordinating

- Knowledge of and ability to understand various communication modes

- Ability to communicate effectively with a wide variety of people

experience with Captioned Telephone Service is helpful

- Experience in public relations

DCARA has an opening for the position of Job Developer/Interpreter. This
position is based at the Employment Development Department branch in
Campbell and reports to the Director of Employment Services. The Job
Developer/Interpreter will provide services including interpretation for
employment services staff, office support, and telephone and document
assistance to clients on a walk-in and/or appointment basis.

RESPONSIBILITIES:

- Develop employer contacts to increase the number of deaf and hard
of hearing persons employed

- Maintain a cooperative relationship with the business community
and employers

- Arranging job interviews and interpreter client's job interviews
and orientation

- Provide employer education on employability of
deaf/hard-of-hearing workers, and deaf awareness and
technical assistance workshops

- Advocate for employability and communication access for clients

- Provide job retention assistance and follow-up services as needed

- Provide document assistance services for staff and clients as
needed

- Assist in the recruitment of potential clients, determine
eligibility of clients, enroll and orient them to services

- Compile statistical information and maintain files/case notes on
clients

- Provide support to the agency and community and other duties as
assigned by Employment Services Director

QUALIFICATIONS:
- American Sign Language interpreting certificate (RID, ACCI or
other nationally recognized certificate) required. Candidate without a
certificate may be hired, provided that he/she obtains certification
within six/6 month of employment); BA preferred

- Strong background knowledge in the field of deafness and Deaf
Culture

- Ability to use computer and word processing software; knowledge of
MS office (Word, Excel, power point, and Outlook) preferred

- Able to travel to appointments within the workweek

SALARY: Salary is negotiable dependent on experience and education. DCARA

The AB 2072 bill in California, considered to be one of most
controversial deaf-related pieces of legislation in recent years,
passed the state senate.

Anti-AB 2072 groups have denounced the bill as anti-ASL. Simply put,
this bill lists options for parents of newly born deaf babies -
and it was feared that the ASL option would be excluded on the list of
options.

Bill sponsor Tony Mendoza has been accused of advocating
Deaf Eugenics, even though he has denied it.

This piece of riddle was what a research team at
University College London was working on.

Findings have been published in the Psychological Science
journal.

- Wednesday August 25th

Rep. Jim Matheson, D-Utah, not deaf and seeking re-election,
has made a campaign promise.

He has promised to help rewrite the federal telecommunications law,
specifically the sections that would help the deaf and the
hard of hearing.

First, he has to win the election. Second, he has to keep
track of different promises made to different constituent
groups, the deaf included. Third, how much of the promise
he made with the deaf would be watered down in view of
intense Capitol Hill horse-trading on proposed bills.

The national Rwanda TV network will begin sign language
newscasts on evening news for the benefit of its deaf
citizens.

There are two sign languages in Rwanda one for English-using

DEAF BARBER WITH DEAF CUSTOMER AND HEARING CUSTOMER
A deaf barber told DeafDigest editor that when a
deaf man comes in, the barbering is about one
hour. But when a hearing man comes in, the barbering
is about 20 minutes.
Why? Because sign language communications waste
a lot of time.
And hearing customers don't talk. They just sit
and be quiet and get their hair cut.

A REAL DEAF WORLD
What is a real deaf world? A deaf community with a
deaf doctor, a deaf dentist, a deaf barber, a deaf
tailor, a deaf handyman, a deaf travel agent, a
deaf tax preparer, a deaf car mechanic, a deaf
electrician, a deaf dog walker, etc, etc.
Is this good or bad? Good, because there is no
communication problem. Bad, because you live on
a deaf-island and may not know how to deal with
a hearing person outside of that deaf-island!

NOT ALWAYS OK TO LOBBY IN WASHINGTON STATE
Many states have these overlooked laws that no one
knows about.
Take the state of Washington as an example. If
you wish to advocate something on behalf of the deaf,
it is called lobbying.
If you distribute flyers, stage some meetings,
and ask the deaf community to reach their own state
legislators, you must register as grassroots lobbyist.
And there is a list of many rules that the
grassroots lobbyist must comply with.
There was a story of a hearing woman that wanted
to lobby on behalf of her hearing neighbors on some
neighborhood issue - and got into trouble!

WHAT HAPPENS IF A BABY FLUNKS A HEARING TEST?
When a newly born baby does not pass a hearing
test, the parents would probably refer them to an
otolaryngologist (ear, nose and throat specialist or
(ENT) for a follow up.
This is where the ENT has to be careful? He may
refer to an oral program or to steer towards a CI
instead of mentioning ASL as an option.
A superintendent of a state school for the deaf
said:

Unfortunately, that can happen, yes. The ENT has no business prescribing
educational programs just as I cannot prescribe hearing aids, surgery or
medication (practicing without the proper license). However, docs feel
compelled to prescribe educational programs and services all the time. Same
is true of some ophthalmologists--they may prescribe programs for visually
impaired youngsters without the educators being involved. It is practicing
without the proper license, in my opinion.

AN ELECTRICITY COMMENT IN THE SIXTIES
A certain individual told his audience during the
sixties that he would use electricity to help
the deaf people to hear.
Electricity as with hearing aids, which is
electronics-based? No, it was Graeme Clark who made that
comment and was the first one to do a CI.
Yes, CI has come a long way and we do not use the
word "electricity" when referring to this inner-ear
device.

A TERRIBLE NEWSPAPER HEADLINE

A Tennessee newspaper ran this headline in
its sports pages:

Gilbreath still mobile despite his disability

It refers to deaf football player Preston Gilbreath
that plays for Austin Peay University right now in
Tennessee.
The headline implies that it is amazing for a disabled
person to be mobile. And upon reading the story, it again
implies that a deaf football player is amazingly mobile
despite his deafness.
Huh! Gilbreath is the third deaf member of the
university football team. The first one was Bonnie Sloan
who played a season in the NFL. The second one was Jim
Mathis, who later transferred to Gallaudet and played a
season with the Bison team.
If deaf athletes are not supposed to be mobile because
of their deafness, then why are we having football teams
at Gallaudet and at approximately 30 schools for the deaf?

COMMENTS FROM A CART OPERATOR - continuing series

It is the beginning of a new school year, and many CART providers are
beginning new assignments. Some students are using CART for the very
first time.

Once again, CART stands for Communication Access Realtime
Translation. Many students and professors will be curious about this
service. If a student is comfortable disclosing his or her use of
CART to the rest of the class, it is an opportunity to explain what
CART is to people who have never seen CART.

Before using CART in the classroom, everyone involved should have a
solid understanding of what will take place. A couple questions that
need to be answered are: Will I be using remote CART or onsite
CART? Will I be provided transcripts of the classes by the CART
provider?

Before the school year begins, it is sometimes a good idea to have
someone from the disabilities services office, the CART provider, and
the user of CART services sit down and discuss everyone's
expectations.

The disabilities services office will expect the user to notify the
CART provider promptly if the user is not able to attend class for
some reason. The user will expect the CART provider to show up on
time and ready to provide services.

CART users should realize that the CART providers will be blocking
out the time periods for their classes for the entire semester. If a
CART user cancels the provider's services by deciding he or she no
longer needs services or by dropping a class, the CART provider may
have already turned down other assignments and may be losing that
income.

THE PERFECT CASTING LOOK
A story surfaced regarding Dolph Lundgren, not deaf, being
portrayed as ferocious Russian boxer Ivan Drago in the
classic movie - Rocky IV.
It was learned that the casting directors took nine months
looking over 5,000 auditions to seek that perfect casting look.
They didn't like Lundgren but went back to him after tiring of
these 5,000 casting auditions.
We do not have that many deaf actors. And if a casting
call asks for a deaf actor, maybe some 10-20 deaf actors
will show up.
If the casting director does not like any of these deaf
actors, they will turn to an unlimited pool of hearing actors.
They will pick one, teach him ASL, and we, in the Deaf
Community will scream discrimination.
There was an exception. A casting call went for the movie
"The River Wild" and deaf actors were asked to audition.
Vic Galloway, who had no professional acting experience,
was selected - based on his "perfect" looks - and it upset
veteran deaf actors that wanted that role.
Can't win!

I THOUGHT THE DEAF COULD.......

Many deaf people wear hearing aids; again, many
deaf people wear a CI. And, yet, again many
deaf people don't wear either.

when a hearing person never meets a deaf person in his life

DeafDigest expresses disappointment at the news that
major league prospect Tyson Gillies, who is deaf,
was arrested on possession of illegal drugs in
Florida.

A member of the Philadelphia Phillies farm system,
he is a Canadian - which means if the arrest ends up
with serious consequences he could be banned from
entering USA to play ball.

DeafDigest hopes that as a first-time offender, he will
be let go, and the arrest expunged from his records,
and that he will be on his best behavior for the rest
of his life, baseball career included.

- Thursday August 19th

Alan Gifford, who is deaf, and was twice elected to public
offices in small New England towns, is filing a complaint
regarding the aerial pesticide spraying of mosquitoes in an
effort to wipe out this crippling EEE virus.

It was not the spraying, per se, that triggered Gifford's
complaint. Instead it was that a public announcement was
made of the spraying. This very same public announcement
bypassed the deaf community in the town where Gifford
lives.

He only learned of the spraying when a hearing member of
his family told him and his wife, also deaf, about it!

Will the state of Massachusetts do something about it -
the need to inform the deaf, whereas a regular public
announcement won't do?

- Friday August 20th

Aaliyah Cheatham, a young deaf woman, just 15 years old, won the
Miss Monroe Teen USA for the second year in row. She will be
taking part at the Miss Washington Teen USA pageant.

- Saturday July 21st

What happens if a deaf family dials up 911 because of a medical
emergency and no one immediately shows up?

This took place in Brantford, Ontario. The emergency crew
did show up only after 44 minutes of waiting.

Fortunately the medical emergency was solved. But the angry
deaf couple is demanding that the 911 procedures with deaf
households be reviewed.

DEAF ATTORNEY LOWELL MYERS
Lowell Myers was a famous deaf attorney in
Chicago.
He worked with a deaf man in a famous murder
case during the early sixties.
He did something that almost everyone never
did - earning two college degrees at the same time.
He went to one college to earn his bachelors
degree and he went to another college to earn his
masters degree, yes, both at the same time.
Both colleges did not know about it. When they
found out, they were angry and made a new rule
that students studying for the bachelors degree
cannot study for masters at the same time.

A STORY OF TWO DEAF FARMERS
During the sixties, two students enrolled at
Gallaudet; their goal was to own a farm.
The first student had a good attitude; he took
business administration courses and also courses
in biology. He felt these courses would help
him with knowledge in farming.
The second student had a bad attitude; he
told Gallaudet people "I know everything about
farming; you can't teach me anything new that
I should know about farming."
The first student became a very successful
farmer. The second student failed as a farmer.
It is important for all farmers to have
good attitudes.

CSL: 12,000 BC ?
Never mind these Geico TV cavemen ad jokes, did the real alive
cavemen of 100,000 BC use CSL or as better known as Cave Sign
Language?
Possible, says David Armstrong, a retired Gallaudet professor.
He feels that gestures may have been what these pre-historic
people have used to communicate - years before the voice was
the way to go.
Unfortunately we do not have a CSL dictionary. Would have been
extremely revealing if such a dictionary was discovered.

CANNOT HELP BUT WONDER
There was a short newspaper story regarding a deaf
customer of a fishing supplies store.
The store proprietor said:

my best customer could not buy a state license online
because he does not have a credit or a debit card. And
he could not call the toll-free number to get a free
federal permit because he is deaf.

DeafDigest cannot help wonder if that deaf person
fell through the cracks, totally unaware of services
offered by the local deaf agency, the deaf state
commission, and the vocational rehabilitation?
Sad to say, the answer is that many deaf people
fall through the cracks.

OOPS, HE IS DEAF
Last week a deaf scuba diver, after working a lake in
Fond du Lac County (Wisconsin), laid on the shore to rest
up after suffering from a temporary ear problem.
Because he did not respond to yelling by observers,
he was assumed to be dead. Rescue personnel was summoned
to the shore - only to find the resting scuba diver
was deaf.
Amid much furor, he simply went back to water!

LOSING MOVIES WITH DEAF CHARACTERS
In the early years of movies, we have had a number
of deaf characters in movies, both silents and talkies.
The most dangerous threat to these oldie films
is the Silver Nitrate. It was estimated that approximately
80-90 percent of these oldie films have already been
destroyed.
This may also mean that 80-90 percent of scenes involving
these deaf characters have also been lost for good.

Director of Deaf Services for the Division of Mental Health
Georgia Department of Behavioral Health and Developmental Disabilities
Atlanta, Georgia

The Georgia Department of Behavioral Health and Developmental
Disabilities is seeking a qualified candidate for the position of
Director of Deaf Services for the Division of Mental Health.

Under limited supervision the Director of Deaf Services will assume
responsibility for the design, implementation and evaluation of the
department's program of services to consumers who are Deaf and Hard of
Hearing. This includes both adults with severe mental illness and
children/adolescents with serious emotional disturbance. Activities
include policy development, budget oversight, and program design.

Job Responsibilities:
Provide DBHDD leadership in developing culturally and linguistically
competent services that meet the needs of individuals that are deaf and
hard of hearing.

-Plan and implement DBHDD services for consumers who are Deaf and Hard
of Hearing, including the personnel requirements, budgets,
administrative functions and evaluation of service delivery.

- Coordinate the services of DBHDD to Deaf and Hard of Hearing consumers
with other local, state and national agencies, public and private to
ensure collaboration and continuity of care.

- Recruit, orient and assist in assigning staff to service components
delivering services to Deaf and Hard of Hearing consumers.

- Identify alternative funding sources for program expansion and
development.

- Advocate for the needs of Deaf and Hard of Hearing consumers within the
Department and with other local, state and national agencies.

- Coordinate the Department's response to the disaster mental health
needs of individuals who are Deaf and Hard of Hearing.

- Supervise the implementation and evaluation of all related contracts.

- Adhere to DBHDD Corporate Compliance policies, training requirements
and agency regulations.

- Other duties as assigned.

Qualifications:
- Master's degree in Human Services with at least ten years of experience
in program design, implementation, management and evaluation.

- Ability to communicate fluently in American Sign Language and prepare
written correspondence in English.

- Experience in the supervision of clinical staff.

Preferred Qualifications:
- Skilled in American Sign Language, knowledge of Deaf culture and
system's theory.

- Thorough knowledge of Deaf culture, mental health practices, DBHDD
service components, administrative policies and procedures, state and
national resources agencies and the unique needs of youth and adult
consumers who are Deaf or Hard of Hearing.

- A doctorate degree in social sciences and three years of related
experience subsequent to the degree; or a master's degree in the
social sciences and five years related experience subsequent to the
degree, two years of which must have been in public mental health
services
